Israeli Passport Application and Renewal
Kabbalat Darkon VeChidusho קבלת דרכון וחידושוIn general, Israeli citizens must enter and exit Israel using an Israeli passport. Currently, until December 31, 2025, dual citizens may use their foreign passports to travel if they do not yet have an Israeli passport or a valid one.
It is recommended to carry an Israeli photo ID, such as an expired Israeli passport, Teudat Zehut, or Driver’s License with you in order to prove your Israeli citizenship if needed abroad or when you return.
Tip: When traveling abroad, it is a good idea to bring copies of your photo ID in case of theft or loss.
Applying for a first-time passport or (renewal of an existing one) is by appointment only at the Misrad HaPnim - משרד הפנים - Interior Ministry, Population and Immigration Authority. General Timeline and Overview
- 0-120 days after Aliyah: One can travel with a foreign passport that includes your Aliyah visa. An Ishur Yetzi’ah – אישור יציאה – exit permit may be needed after Dec 31, 2025
- 90+ days after Aliyah: One can apply for a Teudat Ma’avar – תעודת מעבר – Travel Document
– This document will be valid for up to 5 years
– Issued within one year of Aliyah if the stay in Israel is less than 60% during the first year
– It is replaceable with a passport after meeting residency requirements.
- First-time passport: Eligible after 1 year, with confirmed residency of 60% in Israel during the first year.
- 5-10 years after Aliyah: one can receive a 10-year passport if they have been present for 36 out of the last 60 months.
- Extensions/Renewals: Must meet residency criteria or receive a 5-year Teudat Ma’avar.
Applying for an Adult Passport
- The applicant must appear in person with a Teudat Zehut and previous passport (if applicable).
- The passport will be valid for 10 years
Applying for a Minor’s Passport
- One parent (with citizenship) and the child must be present.
- If parents are unmarried, both must sign consent at Misrad Hapnim or an Israeli embassy.
- Required Documents: Teudat Zehut with the child listed, proof of payment (with a credit card owned by an Israeli citizen or resident only).
- The passport will be valid for 5 years
- Bring a passport photo for small children to facilitate the application process
Delivery Information
Passports will be delivered to your local Doar – דואר – Post office branch approximately within 4-6 weeks or delivered to a local package delivery drop off site via HFD distribution company. You need an Israeli cell phone number as the Misrad Hapnim will be using it to confirm your contact details as well as provide tracking and delivery information.
Fees for Minor and Adult passports
- Fees for all passports vary depending on the age of the applicant, the time of year that you apply and whether you apply and pay online or in person.
- Fees are lower between November – February and rise between March – October. Online payments are always cheaper.
- If you’re going to the office in person, it is recommended to pay online before you arrive as it will also speed up the entire process.

Emergency and Temporary Passports
Emergency Passport: Within 48 hours of travel
- You can request and receive one at Ben Gurion Airport
- Criteria: You need a flight reservation within 48 hours, proof of emergency, or being the only family member with an expired passport.
- Office Hours: Open 24 hours Sun-Thur, until 14:00 on Fridays, from 21:00 on Saturday night.
- Documents required: You need to bring the expired passport, your Teudat Zehut, credit card of an Israeli citizen or resident, 2 passport photos, proof of ticketed flight, and this completed form
- Validity: for one year
- Processing: A few hours; allow ample time before your flight
Temporary Passport: 48 hours or more before travel
- You can request and receive one at specific local branches of Misrad HaPnim offices
- An appointment: is required
- Validity: for two years
- Processing: it can take up to one week
Online Passport Applications
Some Israeli citizens might be eligible to apply online for a biometric passport without having to go to a Misrad Hapnim branch. Eligibility is only for someone who meets all the following criteria:
- You must be an Israeli citizen
- You must have previously applied for a biometric Teudat Zehut or passpor
- You must be between 21 -60 years old
- Currently in Israel
- Your biometric data (fingerprints) is already on file
- No changes needed to personal status or information
- Your previous passport either expired within the last six months or is due to expire within the year
- Note: a passport received this way is only valid for five years and is not eligible to receive an ESTA visa to the US and possibly other countries as well
- You can apply for your passport via the following mygov link
- You will need to upload a recent headshot photo without glasses. The photo must be clear with your head in the center, facing forward with no shadows. Ina addition a headcovering is allowed if it does not cover your forehead or chin
- You might be requested to enter your payment receipt number if applicable.
- Processing: Approximately 6-8 weeks.
