Aliyah BaShenit

עליה בשנית

If you previously held Israeli citizenship and at some point renounced it or had it cancelled, and now wish to return to live in Israel, you must go through a process known as Aliyah BaShenit -עלייה בשנית, which literally means “making Aliyah for the second time”.

Eligibility Requirements

  • You previously held Israeli citizenship and had/have a Teudat Zehut number
  • You formally renounced that citizenship (ARLI or cancellation)
  • You now wish to return to live in Israel

How is this different from a first Aliyah?

You are not considered an Oleh Chadash – עולה חדש – new immigrant, but you may be eligible to receive some of the benefits granted to Olim, depending on your individual circumstances.

How to apply for Aliyah BaShenit

Verify your previous status

 

Open or reopen a file

This can be done through:

  • From Abroad – With the Jewish Agency
  • Within Israel – Through the Misrad HaPnim – משרד הפנים – Ministry of Interior

 

Required documents

  • Previous Teudat Zehut card, if available
  • Foreign passport
  • Proof of departure from Israel and residence abroad
  • Proof of Jewish status – issued by a Rabbi who lives in the country where you reside
  • Updated marital status documentation + apostille
  • Document renouncing Israeli citizenship (if applicable)
  • Criminal Background check + apostille

Note: Additional documents may be requested. You must bring all original documents with you when you come to Israel.

 

Benefits and Obligations

The following authorities will assess your status:

  • Misrad HaPnim
  • Bituach Leumi – בטוח לאומי – National Insurance Institute
  • Misrad HaKlita – משרד הקליטה – Ministry of Aliyah and Integration
  • Mas Hachnasa – מס הכנסה – Israeli Tax Authority

They will determine:

  • Whether you are classified as an Oleh or a Toshav Chozer – תושב חוזר – returning resident
  • Each authority applies its own criteria, and interpretations of status may differ between ministries

 

Reactivation of status

This may include:

  • Receipt of updated Teudat Zehut
  • Registration as a resident
  • Enrollment in a Kupat Cholim – קופת חולים – health fund
  • Notification of benefits to be received from Misrad HaKlita
  • Notification of potential debts payable to Bituach Leumi

Important note: Aliyah BaShenit is not granted automatically, and each case is reviewed individually by the relevant authorities.
