The Sal haBriut - סל הבריאות - Health Basket is the collection of medical services that all residents of Israel are entitled to according to the National Health Insurance Law.

Overview

• It is mandatory to register with a Kupat Cholim – קופת חולים – health fund in order to receive services
• The services are provided free of charge or with co-payment participation.
• The Sal includes many health services but not all of them.
• Medications and treatments that are not in the basket are provided at full price or with a discount within the framework of supplementary insurance.

General Included Services

Including but not limited to:

• Diagnosis, consultation, and medical treatment
• Surgeries and transplants
• Medications
• Hospitalization
• Medical accessories and equipment
• Rehabilitation
• Personal preventive medicine:
  • Tipat Chalav – טיפת חלב – vaccinations, and developmental check-ups for infants and children
  • Tests for early detection of diseases and congenital defects
  • Monitoring and guidance for pregnant women
  • Healthcare services for school students

Important Notes

• Health insurance fees are paid to Bituach Leumi – ביטוח לאומי – National Insurance Institute (for employees – it is automatically deducted from the salary, for self-employed or unemployed – payment must be arranged with Bituach Leumi). You do not pay insurance fees to the Kupa itself, unless you sign up for supplementary insurance. We recommend registering for a supplemental coverage plan.
• There are services which can be obtained for free or at a discount, but you must first receive a Hafnaya – הפניה – referral and/or Hitchayvut – התחייבות – financial approval from the Kupa. Please note that without either/or both you might be charged full price for the medical service/procedure.
• The list of services and medications in the basket is updated from time to time.
• For a medication that is not in the basket, you can look for a discount through private insurance.
• It’s important to know the services included in the basket so that you avoid unexpected expenses. For example, when visiting the emergency room, some cases are exempt from payment and some are not. For more information on this topic:
