The Kitzvat Ezrach Vatik from Bituach Leumi - ביטוח לאומי - National Insurance is intended to ensure a fixed monthly income for Israeli residents in their old age.
Olim Chadashim - עולים חדשים - New immigrants and Toshavim Chozrim - תושבים חוזרים - Returning Residents who arrive as senior citizens may be eligible for this as well, subject to specific age and residency conditions.
Eligibility
A person who reaches retirement age will be entitled to receive an old age pension from Bituach Leumi provided they pass an income test. Please note that income from a work pension is not taken into account when calculating or determining one’s eligibility.
The pension is available for any Israeli resident who was born in Israel or made Aliyah for the first time before the age set by law (62 for men or retirement age for women), and who meets the following eligibility conditions. - Men: Eligible from age 67
- Women: Eligible between ages 62 and 65, depending on year of birth.
- Universal Eligibility: At age 70, men and women may be eligible regardless of income level.
Residency Requirements
- An Oleh must reside in Israel for at least 5 years after making aliyah to qualify.
- Alternatively, eligibility is possible after 60 months (5 years) of Bituach Leumi contributions.
Exceptions & Special Cases
- Olim with insufficient income who have not met the residency requirement may be eligible for a reduced pension or social assistance.
- Those who immigrate at or after retirement age and are not eligible for a regular Kitzvat Zikna, may qualify for a Gimlat Ezrach Vatik Meyuchedet – גמלת אזרח ותיק מיוחדת – special senior citizen pension, especially if they can demonstrate prior ties to Israel.
