Importing a Car or Motorcycle as an Oleh

New Olim may be able to import a private vehicle to Israel for personal or family use, subject to approval by the Rashut HaMisim - רשות המיסים - Tax Authority and the relevant Misrad HaTachbura - משרד התחבורה - Ministry of Transport procedures. Vehicle import is handled through Israel's personal-import framework, and eligibility for Oleh tax benefits is applied separately through the relevant authorities at the time of customs clearance.

 Overview 

A vehicle imported by an Oleh must meet Israeli licensing, safety, technical, and customs requirements. The authorities review each vehicle individually, based on factors such as category, age, model, technical specifications, and compliance with local standards.

Approval for older vehicles is case-specific and subject to Ministry of Transport approval and older vehicles may face stricter scrutiny and may require additional approvals or documentation.

For motorcycles, the practical age rule is much stricter as motorcycles must generally have been manufactured no more than 24 months before arrival in Israel.

 Who Can Import 

New Olim may import a vehicle under the general personal-import framework, provided the vehicle is intended for private or family use and the importer meets the legal and licensing requirements. There are also options for vehicles intended for mixed business and private use.

The importer must also be able to register and legally drive the vehicle in Israel in the relevant category. In practice, Olim who plan to use tax benefits should also confirm the timing and conditions of those benefits directly with the relevant authorities before shipping a vehicle, using the personal import landing page and the main vehicle guide as linked above.

 What Can Be Imported 

Cars

Passenger cars may be imported through the personal-import process if they meet Israeli safety, environmental, and technical standards and are approved by the authorities. Approval is not automatic; it is based on the specific vehicle details submitted in the application, including make, model, year, VIN, engine data, and technical compliance information.

Cars that are up to about 2 to 3 years old are generally the easiest type of used car to process (but not guaranteed), because they are more likely to match current required standards. Older cars can sometimes still be approved, but the process becomes more case-specific and may involve requests for additional technical material or evidence of compliance.

Motorcycles

Motorcycles are treated more strictly in practice than cars. General rules indicate that a motorcycle must generally have been manufactured no more than 24 months before arriving in Israel in order to be imported.

This means that a new or nearly new motorcycle may be eligible for import if it also meets all other standards and licensing conditions. A motorcycle that is older than about 24 months is unlikely to be approved for personal import, even in an Oleh context.

 Vehicle Age 

Cars up to about 2 to 3 years old

Used cars in this age range are generally the most straightforward to handle in the personal-import process. They are more likely to satisfy current emissions and safety requirements without unusual complications, and they often represent a practical balance between depreciation abroad and receiving approval in Israel.

Cars older than 2 to 3 years

Cars older than about 2 to 3 years are not automatically prohibited for Olim, but they are more likely to be reviewed on a case-by-case basis. The Misrad HaTachbura may request additional technical certificates, manufacturer data, or other documentation to confirm that the vehicle meets the relevant standards for import and registration.

For vehicles in the 5 to 9 year range, approval may still be possible, but importers should expect more scrutiny and should obtain written approval before shipping. For vehicles around 10 years old or older, import becomes significantly less routine and may be refused even if the vehicle is mechanically sound, depending on the standards and policy applied to that specific model and age.

  • Via a vehicle importer – More convenient and time-saving, but usually much more expensive.
  • Independently – Often cheaper (shipping, insurance, and taxes only) but involves substantial paperwork and direct dealings with several government offices.

Submit a personal-import application

Vehicle import requires an application through the official gov.il service, Application for personal imports of vehicles. The application is submitted for the specific vehicle and typically includes the importer's personal details, the vehicle's identifying and technical details, and supporting ownership and purchase documents

Wait for approval before shipping

The authorities review whether the vehicle category is permitted and whether the vehicle meets the applicable standards and import rules. Vehicles should not be shipped until a formal approval is received

 Required Documents 

The exact list of required documents appears in the official application and the Rashut HaMisim guide. In general, importers should be prepared to submit documents such as proof of purchase, foreign vehicle registration or title, identifying vehicle data, and any technical documentation needed to prove compliance with Israeli standards.

For older vehicles, additional technical evidence may be requested during the review process. That can include manufacturer specifications, safety and emissions information, or other documents requested by the Ministry of Transport.

 Taxes and Customs Release 

When the vehicle arrives in Israel, customs and purchase taxes are calculated and paid as part of the release process. The tax assessment is based on the vehicle's value and relevant import components under the rules in force at the time of release from customs.

Olim who are entitled to vehicle-related tax benefits must coordinate those benefits through the relevant authorities during customs clearance. Because tax rules and benefit implementation can change, it is important to verify the current terms before shipping the vehicle.

 Inspection and Registration 

After customs release, the vehicle must pass the relevant inspection and registration procedures before it can be driven legally in Israel. The authorities may verify that the imported vehicle matches the approved specifications and complies with the applicable safety and technical requirements.

Once approved, the vehicle can be registered and receive Israeli license plates. It then becomes subject to the regular Israeli licensing and testing requirements applicable to vehicles on the road.

 Temporary Import and Special Cases 

Temporary import is a separate procedure and should not be confused with permanent personal import by an Oleh. For short-term stays or temporary vehicle entry, the relevant service is the Application for temporary import of a motor vehicle.

People with approved mobility benefits through Bituach Leumi - בטוח לאומי - National Insurance may also have a separate framework for personal import of a vehicle, especially in the case of adapted vehicles.
